Why not just ask for the budget?
Ask, but expect a vague answer early on. What the project has to achieve and what happens if it does not are usually more informative than a number a client has not settled yet.
What is the most commonly skipped question?
Who signs off. Projects run long far more often because approval is unclear than because the work is hard.
Should I send the questions in advance?
For anything substantial, yes. It gives the client time to find real answers and makes the call shorter.
